After Hurricane Katrina devastated the Gulf Coast the U.S. Army Corps of Engineers was given the task of rebuilding and upgrading the coastal levee system. But public perception of the Corps was very negative, blaming it for the failure of the levee system due to poor engineering in the 1960s.
